New Regional Directors

Two former Secretariat members have been appointed as Regional Directors of the International Court of Arbitration. Ms Katherine González Arrocha is the Court's new representative for Latin America and the Caribbean, and Ms Cheng-Yee Khong is the new representative for Asia and the Pacific.

Ms González Arrocha , who is a Panamanian citizen, is based in Panama City, having returned to her mother country after more than ten years at the Secretariat of the ICC International Court of Arbitration in Paris. She was most recently Senior Counsel for ICC Dispute Resolution Services and Secretary to the ICC Commission on Arbitration. A qualified lawyer, Ms González Arrocha studied first in Panama and then obtained a Master's degree from the French university Paris II (Panthéon-Assas), where she specialized in arbitration and alternative dispute resolution. Ms González Arrocha speaks Spanish, English and French.

Ms Khong , a Malaysian citizen, is based in Kuala Lumpur. She trained in England, where she graduated in law and then obtained a Master's degree in International Business and Management. She has been admitted as a Solicitor of the Supreme Court of England and Wales and as an Advocate and Solicitor in Malaysia. Ms Khong has practised in a leading international law firm in London and Paris, as well as in Kuala Lumpur. She is fluent in English, French, Cantonese and Bahasa Malaysia.

The Court's Regional Directors organize and participate in a wide range of conferences and seminars so as to help increase the awareness and understanding of ICC's dispute resolution services throughout the world. By bringing the expertise and experience of the Court within easier reach of local lawyers and businesses, they play an essential role in the outreach activities pursued by the Court.

In addition to South America and Asia, other regions and countries in which the Court has local representatives are North America, the Middle East and Africa, and the United Kingdom. Court registers its 15,000th case

As this issue of the ICC International Court of Arbitration Bulletin went to press, the number of cases received by the Court since the inception of ICC arbitration in the early 1920s reached the landmark figure of 15,000.

The 15,000th case was filed by a Korean claimant against two Uzbek respondents and concerns a share purchase agreement. The parties have chosen London as the place of arbitration and the law of Uzbekistan will be applicable. As a multiparty arbitration embracing diverse legal and cultural traditions, this arbitration typifies the scope and adaptability of ICC proceedings.

The number of cases filed with the Court has risen steadily over the years. Since 1999, the annual number of new cases filed has remained well in excess of 500. This explains why over a third of the Court's 15,000 cases have been filed during the last ten years.

Composition of the International Court of Arbitration

At the 193rd session of the ICC World Council held in Istanbul on 3 July 2007, two new appointments were made to the International Court of Arbitration: Mr Manuel José Vial Vial was appointed member for Chile and Mr Kap-You (Kevin) Kim alternate member for Korea. This brings the total number of Court members to 124 and to 87 the number of countries represented.

Appointments to the Court are made pursuant to Article 3 of the Court's Statutes, which form Appendix I to the ICC Rules of Arbitration:

1. The Chairman is elected by the ICC World Council upon the recommendation of the Executive Board of the ICC.

2. The ICC World Council appoints the Vice-Chairmen of the Court from among the members of the Court or otherwise.

3. Its members are appointed by the ICC World Council on the proposal of National Committees, one member for each Committee.

4. On the proposal of the Chairman of the Court, the World Council may appoint alternate members.

5. The term of office of all members is three years. If a member is no longer in a position to exercise his functions, his successor is appointed by the World Council for the remainder of the term.

The Court's current term runs until 31 December 2008.
